BIA for IT Systems: How to Map Technology Dependencies to Business Functions

The July 2024 CrowdStrike outage took down roughly 8.5 million Windows systems in a single morning. Airlines grounded flights. Banks froze transactions. Hospitals delayed procedures. According to Parametrix, the top 500 US companies by revenue faced an estimated $5.4 billion in financial losses — from a single vendor’s faulty software update.
Every one of those organizations had a business continuity plan. Most had a BIA. Almost none had mapped the technology dependency chain well enough to understand that one endpoint security agent, distributed by one vendor, could cascade through their entire operation.
That gap — between knowing which business functions matter and understanding exactly which technology must be recovered to bring them back — is the gap this article closes.
Why most BIAs fail at the technology layer
A typical BIA collects business function names, assigns criticality ratings, and sets RTO/RPO targets. That covers the “what matters” question. But it skips the harder question: what technology has to come back, in what order, for that function to actually resume?
Here is what that failure looks like in practice:
- Payment processing is rated Tier 1, RTO 4 hours. But nobody documented that it depends on an authentication service, a core banking API, a third-party payment gateway, and a specific database cluster — all of which have their own recovery sequences and dependencies.
- Customer service gets a 24-hour RTO. But the CRM runs on a cloud platform that shares infrastructure with the ticketing system, the knowledge base, and the telephony integration. If the cloud provider goes down, all four go together.
- Regulatory reporting is flagged as critical, but the data pipeline feeding it pulls from six upstream systems across three departments. Nobody mapped that chain, so when one source system is unavailable, the reporting function stalls even though its own infrastructure is fine.
The FFIEC Business Continuity Management handbook is direct about this: management should develop a BIA that “identifies all business functions and prioritizes them in order of criticality, analyzes related interdependencies among business processes and systems, and assesses a disruption’s impact through established metrics.”
The interdependency piece is not optional. It is a named examination objective.
What FFIEC examiners actually look for
The FFIEC breaks BIA into three components, and the technology dependency piece lives primarily in the second:
1. Identification of critical business functions
This is the part most teams do reasonably well. List every business function, categorize by criticality, assign owners. The FFIEC guidance on critical business function identification expects management to identify processes with the greatest exposure to interruption.
2. Interdependency analysis
This is where most BIAs fall short. The FFIEC interdependency analysis section spells out what examiners expect:
- Internal systems and business functions, including customer services, production processes, hardware, software, application programming interfaces, data, and documentation
- Third-party service providers and key suppliers
- Shared resources across business units
- Single points of failure, which may include telecommunication lines, network connections, backups that become corrupted, reliance on one power source, or data center locations in close geographic proximity
The handbook also flags that personnel can be a single point of failure if there are no cross-trained staff to back up their responsibilities — a detail often missed in technology-focused mapping exercises.
3. Impact of disruption
The impact analysis ties the first two together: given these functions and these dependencies, what happens at the 1-hour mark, the 4-hour mark, the 24-hour mark? This is where the financial and operational impact estimates live, and they are only credible if the dependency mapping underneath is accurate.
How to build an IT dependency map for your BIA
Here is a practical framework that works for mid-size financial institutions and fintechs. Scale up or down based on your environment, but the structure stays the same.
Step 1: Start with your Tier 1 business functions
Pull your top-tier business functions from the BIA — the ones with the shortest RTOs and the highest business impact if disrupted. For most financial services firms, this includes:
- Core banking / ledger operations
- Payment processing and settlement
- Customer-facing digital channels (online banking, mobile app)
- Fraud detection and monitoring
- Regulatory reporting (daily/intraday)

Step 2: Trace each function to its technology stack
For each Tier 1 function, document every technology component in the processing chain. Use this template structure:

Step 3: Identify shared dependencies
Once you have mapped individual function stacks, look across them. Shared dependencies create correlated failure risk — when a shared component goes down, everything that depends on it goes down simultaneously.
Common shared dependencies in financial services environments:
- Active Directory / identity provider — if authentication fails, almost nothing works
- DNS services — internal and external name resolution
- Core database clusters — serving multiple applications
- API gateways — routing traffic for multiple services
- Cloud provider regions — multiple services co-located in the same availability zone
- Endpoint security agents — as the CrowdStrike incident demonstrated, a single agent update can cascade globally
Step 4: Flag single points of failure
A single point of failure (SPOF) is any component where:
- There is no redundancy or failover
- Failure of that component disrupts one or more critical business functions
- Recovery requires manual intervention that takes longer than the function’s RTO
Document each SPOF with its associated business functions, the current RTO gap (how long recovery takes versus how long the business can tolerate), and the recommended remediation.

Step 5: Validate RTO/RPO targets against the dependency chain
This is the step most teams skip, and it is the most valuable one.
Your payment processing function has a 4-hour RTO. But achieving that requires recovering the authentication service (2 hours), the core banking database (3 hours), the payment gateway API (vendor SLA says 4 hours), and the fraud monitoring system (1 hour) — in sequence, not in parallel.
The realistic RTO is the sum of the longest sequential recovery path, not the individual function’s aspirational target.
For each Tier 1 function, build the recovery dependency chain:

If the realistic recovery time exceeds the RTO, you have three options: invest in faster recovery capabilities, adjust the RTO to reflect reality, or accept the residual risk and document the decision for your board and examiners.

Mapping cloud and third-party dependencies
Cloud and third-party services deserve special attention because you do not control their recovery timelines.
Cloud service mapping
For each cloud service in your dependency map, document:
- Service name and provider (e.g., AWS RDS, Azure Active Directory, Salesforce)
- Business functions dependent on this service
- Vendor SLA for availability (the contractual commitment, not the marketing page)
- Historical outage frequency and duration (check status page archives)
- Your failover options if the service goes down (multi-region, multi-cloud, manual workaround)
- Data residency and portability — can you move to another provider if needed?
Third-party API mapping
For each external API:
- What business function calls this API?
- What happens if the API is unavailable? (graceful degradation, queue and retry, full stop?)
- Is there a secondary provider?
- What is the contractual SLA?
- Have you tested failover to the secondary provider?
The FFIEC guidance on business continuity strategies specifically addresses technology resilience strategies including geographic diversity and alternative service providers.
Common mistakes in IT dependency mapping
After reviewing dozens of BIAs across banks, fintechs, and credit unions, these are the patterns that consistently create problems:
1. Mapping applications but not infrastructure. Knowing that “we use Salesforce” is not a dependency map. You need to know that Salesforce depends on your SSO provider, which depends on your identity management platform, which depends on your network connectivity. The chain matters.
2. Ignoring the security layer. Endpoint protection, SIEM, DLP, and authentication systems sit in the critical path of nearly every business function. The CrowdStrike outage proved that a security tool can be the single point of failure nobody planned for.
3. Treating vendor SLAs as recovery plans. A 99.9% availability SLA means up to 8.76 hours of downtime per year. That is not a recovery plan — it is a statistical commitment. Your BIA needs to document what you do when the vendor is in that 0.1%.
4. Mapping at a point in time and never updating. Technology environments change faster than annual review cycles. New deployments, vendor changes, and infrastructure migrations all invalidate your dependency map. Build update triggers into your change management process.
5. Skipping the people layer. Who knows how to recover the core banking database? Is there a backup if that person is unavailable? The FFIEC explicitly identifies personnel as potential single points of failure.

So what?
Every BIA that stops at business function criticality ratings and RTO targets is incomplete. The technology dependency layer is what makes those targets credible — or exposes them as aspirational fiction.
The FFIEC does not ask whether you have a BIA. Examiners ask whether the BIA identifies interdependencies, flags single points of failure, and produces recovery priorities that actually account for the technology chain underneath.
After the CrowdStrike incident, after SVB, after every outage that cascaded further than anyone expected — the question is not whether you need IT dependency mapping. The question is whether yours is current, tested, and detailed enough to survive both an outage and an examination.
Start with your Tier 1 functions. Map the full technology stack for each one. Identify the shared dependencies and single points of failure. Then validate that your RTOs are achievable given the actual recovery sequence.
